New proper-name recogniser for Opentrad

From now on Opentrad includes a new tool: apertium-pn-recognizer, which detects and highlights proper nouns in texts which do not need translation. This process aims to avoid a very common error in machine translators: translation of proper names that can also be common names according to dictionaries. This recogniser is based mainly on the one existing already in Freeling. The integration of the Apertium engine is the result of a joint project of the Universitat d'Alacant and the Universitat Politècnica de Catalunya, funded by imaxin|software and the Xunta de Galicia.
